Our governance

Cabrini Outreach is the social services division of Cabrini Health Limited. 

Cabrini Health Limited is an Australian charity registered with the Australian Charities and Not-for-Profit Commission (ACNC). It is governed by a board comprising independent non-executive directors who meet as a full board at least ten times per year.

The board is supported by standing committees to assist it to discharge its governance responsibilities.  Standing committees include:

  • Audit and Risk Management Committee;
  • Foundation Board;
  • Mission Governance Committee;
  • Patient Experience and Clinical Governance Committee;
  • People and Nominations Committee

The Mission Governance Committee has responsibility for the oversight of Cabrini Outreach’s strategy and operations.  Committee membership comprises at least two board directors, the Chief Executive, Group Director Mission and Cabrini Outreach and independent community members.

Dr Michael Walsh – Chief Executive

Michael has more than 25 years’ experience in hospital and health administration in Victoria, Western Australia, the UK and the Middle East. He is a medical graduate of Monash University and holds a Master’s Degree in Public Administration from the Kennedy School of Government, Harvard University. Michael is a Fellow and current Vice President of the Royal Australasian College of Medical Administrators. Also, he is a Fellow of the Australasian College of Health Service Managers. In 2012, Michael was appointed by the Federal Government to Australia’s Independent Hospital Pricing Authority Board. Michael is appointed as Ministerial Delegate to the Board of Goulburn Valley Health, in order to provide support in improving the overall performance of the organisation.

Cath Garner – Group Director, Mission and Cabrini Outreach

Cath has worked at Cabrini for a total of 25 years. She has a background in nursing and education and in 2002, she was appointed as Mission Integration Officer, joining the Executive Committee in 2007. She has worked in Australian healthcare for almost three decades in a wide range of key clinical, staff development and management roles. She holds postgraduate degrees in education, information systems, innovation/service management and theology. She oversees Cabrini Health’s social outreach program.

Tom Roth – General Manager, Cabrini Outreach

Tom returns to Cabrini from Médecins Sans Frontières after coordinating field medical programs in south Sudan and Pakistan. As Operational Manager for Médecins Sans Frontières from 2008, Tom was responsible for programs covering Russia, Central African Republic, Chad, Swaziland, Zimbabwe, Uzbekistan, Tajikistan, Turkmenistan and Papua New Guinea. More recently, as Deputy Director of the MSF Access Campaign he fought for greater global access to medicines. He holds an economics degree from Sydney University and a MBA from the European School of Management and Technology.

We are supported by Cabrini Health’s group communications, finance, fundraising, people and technology services.

Where do the funds come from and go?

We receive an annual cross-subsidy of $3 million per annum from Cabrini Health and generate the remainder of our funds through fee for service, government grants, donations and fundraising activities. We also receive generous pro bono, volunteer and in-kind support that expand our reach.

We are committed to use our funds to achieve maximum impact for the people we serve.  To this end:

  • In the services we deliver, we complement paid roles with the support of volunteers  
  • In our partnerships, we preference investing in capacity building and enhance grant expenditure with technical assistance
  • We control our administrative costs. In the financial year ending 30 June 2017, less than 5% of our expenditure was on Cabrini Outreach administration.
